When you get everything sewn together, you can add the other elements like the armor or sparkles depending on who is going to wear it. You can add as much as you like, but you want to do all of this before you ever try to fit the costume or get it to work a certain way. The kid who's going to wear it will need to have everything on it before you get it on them.
